What is EFRIS?
EFRIS stands for Electronic Fiscal Receipting and Invoicing System. It is a Uganda Revenue Authority (URA) initiative that requires VAT-registered businesses to issue electronic fiscal receipts for every transaction — receipts that are transmitted to URA's systems in real time.
The system was introduced to improve tax compliance, reduce tax evasion, and give URA visibility into business transactions. As of 2023, enforcement has increased significantly, with penalties being issued to non-compliant businesses during URA audits.
Who Needs EFRIS?
Any business that is registered for VAT in Uganda is legally required to use EFRIS. This includes:
- Retail and hardware stores
- Supermarkets and pharmacies
- Restaurants and hospitality businesses
- Service businesses billing over the VAT threshold
- Importers and distributors
If your annual turnover exceeds 150 million UGX, you are required to register for VAT and subsequently for EFRIS.
How EFRIS Works
When a sale is made at your business, an EFRIS-compliant system:
- Generates a receipt with a unique Fiscal Document Number (FDN)
- Transmits the transaction data to URA's central system in real time (or queues it for transmission if offline)
- Receives confirmation from URA's server
- Prints or sends a verified fiscal receipt to the customer
The customer can verify the receipt's authenticity by scanning the QR code on the receipt, which links to URA's portal.
Penalties for Non-Compliance
URA can issue penalties for EFRIS non-compliance including:
- Fines of up to 2 million UGX per offence
- Business closure orders during audit periods
- Retrospective tax assessments
- Criminal liability in severe cases
